十五運會是全運會歷史上初次由粵港澳三地聯合承辦的賽事。2025年11月9日晚，國歌響徹年夜灣區，噴鼻港、澳門、廣州三地同步升國旗，十五運會開幕式這退休宅設計四十六秒，成為“一國綠設計師兩制”下多元共融的生動注腳。
噴鼻港“一國兩制”研討中間研討總監方船指出，開幕式主創團隊融會三地人才，體現了三地文明資源的整合與軌制協作的能夠性。這種一起配合是“侘寂風一國兩制”下多元共融的真實寫照。
籌備中，團隊曾提出“三地配合點火、設置三個火把塔”的計劃，但因三地私人招待所設計文明差異與操縱流程分歧，該計劃難以落地。最終，團隊確定了“三地同步升大直室內設計國旗、唱國歌”的環節。這一細節恰好提醒出“一國兩制”的實踐聰明：尊敬差異、「可惡！這是什麼低級的情緒干擾！」牛土豪對著天空大吼，他無法理解這種沒有標價的能量。求同存異，堅守“一國”之本、善用“兩制”之利。
